As organisations transition to SAP S/4HANA, the shift from traditional user-based licensing to Full Use Equivalents (FUEs) introduces a new layer of complexity. Many businesses find themselves over-licensed and over-spending because they lack visibility into what their users actually do, versus what they are authorised to do.

In SAP, the FUE represents the effective license consumption, calculated based on assigned roles and user/license types (i.e., Advanced, Core, Self-Service).
A common issue is that legacy, duplicated or over-provisioned roles artificially increase the FUE count, because they contain authorisations that the users don't use. With Soterion's License Manager, role clean-up and the resulting FUE optimisation enables organisations to:
- Remove unused or obsolete roles
- Eliminate critical authorisations that are not actually used
- Realign roles with actual system usage (usage-based approach).
This leads to a reduction in the overall FUE consumption and associated licensing costs.

Preparation should begin as soon as the business case is being developed, so that licensing implications are assessed from the outset and incorporated into the overall SAP program planning.
Soterion License Manager measures actual authorisation usage, rather than relying solely on transactions executed. If an authorisation included in one or more roles is not actively used, it is identified as unused.
Even where the same authorisation exists across multiple roles, only effective usage is considered for FUE classification purposes, ensuring that licensing reflects real system interaction, rather than theoretical access. In systems using the derived role concept, the usage is consolidated across all the derives before authorisations are flagged as unused.
Reassessment should be continuous. The tool enables ongoing monitoring of user activity and role changes, ensuring sustained alignment between actual system usage and SAP FUE license classification.
